Walter Carter is a Substance Abuse Counselor for Fairfax Outpatient Alcohol and Drug Services in Fairfax Virginia since March 1997. He conducts individual and group treatment counseling and drug education; performs substance abuse assessments, evaluations, and prepares recommendations; performed case management; administers urine screens and breathalyzer tests; develops client treatment plans; prepares monthly client reports to probation; maintains updated client records; participates in Peer Review and Staffing meetings and conducts referrals to mental health resources.
Walter has a unique mixture of talents and expertise amassed over a variety of career experiences. He graduated from Millersville University in Millersville, PA with a B.S. in Art Education. He worked his way through graduate school as an Art Faculty member at Bloomsburg University, Bloomsburg, PA and later as a Student Art Therapist at the Walter Reed Medical Center Psychiatric Outpatient operation in Washington DC. At Bloomsburg University, he was a member of the Art Faculty and taught college courses in General Crafts and Fabric Design; taught required courses for Degree candidates in Special education and served as a Haas Gallery attendant. At Walter Reed, he served as a Student Art Therapist where he assisted professors with family art therapy groups and ran diagnostic assessments and evaluations of families with alcohol and substance abuse issues.
Walter moved to the Capital Heights Mental Health Organization in Capital Heights, MD as an Art Therapist where he performed individual and group Art Therapy with teens and adults. He also performed mental health assessments, evaluations and diagnoses and associated clinical intakes and case management.
As previously mentioned, Walter’s background is varied. For four years he joined the Fairfax County Public School System teaching Art at Francis Scott Key Intermediate School in Springfield VA. In addition to all normal teacher responsibilities, he sponsored weight lifting and Art Clubs! Further diversifying his portfolio of talents, Walter had actively perused the sport of tennis during his years at Bloomsburg and George Washington universities. And for almost two years during the 1980s , he joined the Fairfax County Park Authority in Fairfax, VA as a Professional tennis Instructor, United States Pro Tennis Association. There he taught professional tennis classes and tennis camps in the recreational programs and managed the tennis program for the Fairfax County government. He is currently a professional level tennis player.
Walter’s diversity of interests equips him, at multiple levels, to relate and empathies with those who suffer from substance abuse and issues of addiction.
Walter has amassed an impressive list of honors and distinctions during his career and has collaborated on several scholarly works and books which are detailed elsewhere on the website. He is available to perform substance abuse education, Drug counseling, Educational Advocacy and Public Speaking services.
